Background
NRC works in Rakhine state, supporting alongside conflict and displacement affected populations. Our response in Rakhine State includes education, shelter, protection, site management as well as information, counselling and legal assistance.
Roles and responsibilities
The Protection Technical Assistant is a member of NRC’s Protection Team in Rakhine State that contributes to direct implementation of protection related activities in Thet Kae Pyin, Maw Ti Ngar, Basare and Thae camps as well as nearby villages. He/She will contribute to the implementation of the project ensuring the quality and impact of the project under the supervision of Protection Officer and Protection Team Leader. This role will strengthen community-based protection activities as communities are aware of protection risks, safe referral pathways and reporting channels in Sittwe camps and villages.
Generic Responsibilities
Adhere to NRC policies, tools, handbooks and guidelines.
Assist implementation of the protection portfolio according to plan of action.
Assist implementation of protection monitoring and case management activities as delegated.
Assist in organization and delivery of tasks in line with established procedures, agreed priorities, international standards, and relevant guiding principles.
Assist with case management for identified general protection cases at high risk and/or extremely vulnerable, in accordance with the best-practice and international protection standards.
Ensure that case management services are accessible to target beneficiaries most in need and explore and assess new and better ways to assist.
Prepare and develop weekly context analysis reports.
Develop and maintain knowledge of protection principles, in order to be able to apply protection approach during protection activities.
Assist in preparation and development of status reports as required by management.
Ensure proper filing of documents.
Specific responsibilities:
The Protection Technical Assistant will be expected to perform the following tasks:
Build and maintain trust relationships with target communities.
Work in collaboration with Protection Officer and Protection Team Leader to prepare intervention plans, including care plans and case summaries following a detailed assessment of each protection case.
Conduct the protection monitoring activities including direct observations, consultation and meeting with communities, key informant interviews, focus group discussion (FGDs), the assessments and study, etc…) in daily basic to be identified the context updates, trends, changes as well as the protection risks to be encountered to the affected populations in the targeted locations.
Conduct community-level protection needs assessments and Individual Protection Assistance (IPA) assessment which are emerging threats to safety, dignity and well-being of women, men, girls and boys as well as protective factors and community resources.
Conduct community-level awareness raising sessions to better understand the prevalence and the root causes of protection risks and further information for mitigation.
Identify general protection cases at high risk and/or extremely vulnerable, support case referrals between agencies, conduct case follow-up and complete closing procedure of the conduct the follow up.
Work with identified individuals and families to develop and implement response plans in accordance with their needs, capacities and goals.
Accompany cases to referral locations and conduct home visits, as needed.
Provide information to individuals and families about their rights and entitlements, including what services are available.
Record and complete data entry for the assessment care plan follow-up information in the database, in a timely manner and in accordance with relevant procedures.
Ensure accurate data entry of all cases received.
Ensure that all data and information pertaining to case management are handled in strict confidence, and in line with applicable data protection and information sharing protocols.
Collect information and assist in updating information on services available, service providers and protection actors.
Assist in compilation of information and reports on achievements.
Timely report to the Protection Officer about protection incidents and rights violations in the communities.
Report internally to the Protection Officer on weekly/monthly achievements and for urgent cases, on a daily basis.

Generic professional competencies

Relevant academic background (college level)
Experience from working directly with affected/local communities within an international or local organization in a humanitarian context.
Previous experience of working in complex and volatile contexts
Previous experience in conducting community-level protection needs assessment, awareness raising, protection monitoring, and case management is desirable but not essential.
Previous experience in protection-related activities is highly desirable.
Basic knowledge or interest in understanding international standards, and Protection fundamental concepts and guiding principles, is desirable but not essential.
Ability to analyses and integrate information from a wide range of sources.
Context related skills, knowledge and experience
Knowledge of the context in the geographical area of responsibility is essential.
Experience from working in an insecure environment.
Fluency in Rohingya and Rakhine/Burmese languages are mandatory.
Knowledge of IT tools (MS Office package, internet, e-mail, etc.)
Some knowledge of English.
