Overview

The Reaching Impact, Saturation and Epidemic Control (RISE) program saves lives by controlling the HIV pandemic and strengthening global health security against deadly disease outbreaks. Drawing on over 20 years of PEPFAR implementation, RISE addresses critical HIV priorities alongside global health security (GHS); maternal, newborn, and child health and nutrition (MNCH-N); tuberculosis; malaria; data systems; supply chain management; and other cross-cutting areas. In Burundi, Jhpiego is supporting Ebola Virus Disease (EVD) Preparedness and Response across supported health districts. Funded by the U.S. Department of State, this work strengthens early detection, infection prevention and control, surveillance, emergency coordination, and rapid response in support of Burundi's National Ebola Preparedness and Response Plan. Jhpiego is recruiting a Pharmaceutical Procurement Officer to support this effort.

 

The Pharmaceutical Procurement Officer manages the procurement and supply chain of pharmaceuticals, medical supplies, infection prevention and control (IPC) commodities, personal protective equipment (PPE), laboratory supplies, and other health commodities required for the Ebola Virus Disease (EVD) Preparedness and Response Project. The role ensures compliance with Jhpiego's Procurement Manual, ethical standards, U.S. Department of State requirements, and Burundian regulations.

 

He/she leads procurement planning and forecasting of EVD-related commodities, supports technical teams in forecasting medical and pharmaceutical needs, and oversees the procurement and distribution of pharmaceuticals and medical supplies to ensure their timely availability, quality, and proper handling, including temperature-sensitive products where applicable. The Officer ensures high-quality documentation, strong internal controls, and readiness for internal and external audits. This position is established for a period of six (6) months.

 

Duty Station: Bujumbura, with possible occasional travel to provinces if operationally required.

Responsibilities

Specific Duties and responsibilities

 

Pharmaceutical and Medical Commodity Procurement

  • Support procurement planning and forecasting for pharmaceuticals, medical supplies, infection prevention and control (IPC) commodities, personal protective equipment (PPE), laboratory supplies, and other commodities required for the EVD Preparedness and Response Project.
  • Work with technical teams to forecast needs and develop procurement plans.
  • Manage end-to-end procurement processes, from solicitation through contract award and delivery.
  • Ensure commodities meet approved technical specifications and quality standards.
  • Coordinate storage, distribution, and inventory management, including temperature-sensitive products where applicable.
  • Monitor supplier performance and resolve procurement issues.
  • Support emergency procurements in accordance with Jhpiego policies and approved procedures.
  • Ensure compliance with Jhpiego policies, donor requirements, and Burundian regulations.

 

Procurement Compliance and Coordination

  • Prepare solicitation documents, purchase orders, contracts, and other procurement documentation.
  • Maintain complete, accurate, and audit-ready procurement files.
  • Coordinate closely with finance, logistics, warehouse, and technical teams throughout the procurement process.
  • Support procurement of operational goods and services, as needed.
  • Prepare periodic procurement reports for management.
  • Perform any other duties assigned by the Senior Finance & Operations Manager or the Project Director consistent with the position's responsibilities.

Required Qualifications

  • Bachelor’s degree in Supply Chain Management, Procurement, Pharmacy, Public Health, Business Administration, or a related field.
  • Minimum of six (6) years of progressive experience in procurement or supply chain management, preferably with an NGO or donor-funded project.
  • Demonstrated experience procuring pharmaceuticals, medical supplies, and other health commodities.
  • Strong understanding of procurement compliance, competitive bidding, and contract administration.
  • Strong analytical, negotiation, and communication skills.
  • Proficiency in Microsoft Office (Excel, Word, Outlook).
  • Fluency in French and Kirundi.

Preferred Qualifications

  • Experience working with U.S. Government-funded programs.
  • Working proficiency in English.
  • Experience with QuickBooks Enterprise.
  • Experience supporting procurement for outbreak preparedness and response or other public health programs.
  • Professional certification in procurement or supply chain.
