National Consultant: Develop Public Financial Management (PFM) Mechanisms for the operationalization of the National Framework for Reducing Maternal and Child Mortality (KIA Framework/Kerangka Kerja Kesehatan Ibu Anak) 2026-2030.

Job Purpose:

The consultant will focus on developing and integrating Public Financial Management (PFM) mechanisms into the guidelines of Kesehatan Ibu Anak (KIA)/Maternal and Child Health (MCH) Framework implementation by developing budget tagging and tracking tools, synchronization of financing menus for MCH-related interventions, PFM-specific monitoring indicators, and supporting the development of practical financing instruments, including the potential use of maternal and child health as a fiscal instrument and other applicable innovative financing schemes for reducing maternal and child mortality.

 

Background:

Maternal, neonatal, infant, and under-five mortality rates remain major challenges in Indonesia's health development. Despite ongoing government efforts, the pace of reducing these mortality rates has not yet met national targets or global commitments such as the Sustainable Development Goals (SDGs). Wide disparities in achievements across different regions highlight the need for massive, systematic, and locally contextualized interventions. The causes of mortality are highly complex, involving a mix of clinical factors (such as postpartum hemorrhage, eclampsia, low birth weight, and asphyxia) and systemic issues (such as delayed treatment, poor service quality, suboptimal health facility readiness, and environmental factors like sanitation and maternal nutrition). This complexity demands a robust, structured approach from the central government down to the regional levels.

In the context of the 2025–2029 National Medium-Term Development Plan (RPJMN), reducing maternal and child mortality is a critical part of National Priority 4 (Human Resource Development) and Priority Program 1 (Improving Public Health and Nutrition). This includes various service indicators such as standard antenatal care (ANC), facility-based deliveries, immunization coverage, and hospital/health center standards. To ensure these mandates are met, the Ministry of National Development Planning (Bappenas) has drafted an evidence-based National Framework for Reducing Maternal and Child Mortality (KIA Framework) to guide both central and local governments in achieving the 2025-2029 RPJMN and 2030 SDG targets. UNFPA along with other development partners has also supported the development of this framework. 

To successfully operationalize the KIA Framework, Bappenas, with technical support from UNFPA, intends to develop practical technical guidelines  to implement the framework  within existing governance business processes; within these tools, public finance management will be a central element. To support this UNFPA intends to hire a consultant, with the following specific objectives: 1) developing PFM mechanisms and monitoring indicators to operationalize implementation of KIA Framework; 2) developing innovative financing instruments with the KIA Framework as the underlying programme; 3) providing technical assistance to Bappenas, MOH and MOHA in the budget tagging and tracking for KIA Framework interventions.

 

Scope of Work:

The Consultant provides specialized technical support to ensure that PFM considerations are clearly embedded in the operationalization of the KIA Framework to ensure sound financial practices within the broader program management framework. 

Key Activities:

Objective (1) developing PFM mechanisms and monitoring indicators to operationalize implementation of KIA Framework (to be integrated in the manager guideline and technical assistance guidelines)

  • Facilitating technical discussion on menu synchronization across Decon Fund, DAK Non Fisik/BOK fund, and APBD to reduce maternal and child mortality.
  • Provide input to ensure financial management processes are embedded within the main Programme Management Guidelines. Collaborate closely with RMNCH expert to ensure indicators for public finance management RMNCH at national, provincial, and district level are embedded within the M&E framework 
  • Collaborate closely with RMNCH expert to ensure supervision tools include capacity strengthening on public financial management 
  • Participate in stakeholder consultations and validation workshops regarding public finance matters.

Objective (2)  developing innovative financing instruments with the KIA Framework as the underlying programme

  • Mapping of fiscal and innovative financing instruments applicable for the health sector, 
  • Develop innovative fiscal and financing mechanisms to finance the KIA framework as the underlying programme, and action plan for the national team to test them as part of the implementation of the KIA framework.

Objective (3) Provide technical assistance to Bappenas, MOH and MOHA in the budget tagging and tracking for KIA Framework interventions

  • Review existing public finance and budgeting practices relevant to KIA interventions at national and subnational levels.
  • Analyze existing public finance and budgeting practices including identifying budget tagging and tracing opportunities at the national and subnational level
  • Identify opportunities and entry points for budget tagging and tracking within existing planning and budgeting systems 
  • Develop budget tagging and tracing tools for RMNCH programmes at national and subnational level
  • Facilitating technical discussion on menu synchronization across Decon Fund, DAK Non Fisik

Expected Outputs & Deliverables:

  1. PFM related mechanisms, indicators and supervision framework for the operationalization of the MCH framework: Inputs provided to the programme manager guidelines and the technical assistance guidelines 
  2. Draft financing instrument and action plan for the operationalization of the KIA Framework, including mapping of relevant fiscal and financing instruments; assessment of possible use of KIA as an underlying programme of fiscal instrument; 
  3. Budget tagging and tracking mechanisms for KIA-related interventions, including review of existing budget tagging and tracking opportunities; proposed budget tagging structure for KIA-related interventions; and practical budget tagging and tracking tools;

 

Duration and Working Schedule:

The consultancy is output based as indicated in the key deliverable below and the  overall time frame for this service is 58 working days in span of July to Nov 2026.

Home based, Jakarta and selected areas as approved by the supervisor

 

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

20 July 2026: Inception report consisting of background, methodology and tools, including implementation plan to achieve the output

31 Aug 2026: Deliverable on Objective 1: Report on PFM mechanisms and monitoring indicators to operationalize implementation of KIA Framework. Containing PFM section for Program management guideline, M&E and supervision of PFM for KIA framework

1 Oct 2026: Deliverable on Objective 2: Report on mapping fiscal instruments and feasible innovative financing instruments with the KIA Framework as the underlying programme.  Containing review of the existing financing mechanisms for KIA, and feasible innovative fiscal and financing mechanisms to finance the KIA framework as the underlying programme, including an action plan for the national team to pilot the financing mechanisms..

30 Nov 2026: Deliverable on Objective 3: Report on budget tagging and expenditure tracking tools for maternal and child health programmes at national and subnational level, and on lesson learned on piloting the PFM.

 

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Programme Specialist, SRH will be responsible for monitoring progress of the consultancy work through the close communication with the IC to ensure that scheduled deadlines can be met and with quality of work. 

 

Supervisory Arrangements:

The consultant will report directly to the SRH specialist; with guidance from the SRH Specialist, UNFPA Representative, and quality assured by the UNFPA Assistant Representative.

 

Expected Travel:

The greater Jakarta area, West Java

 

Qualifications and Experience: 

Education:  

  • Master’s degree in Public Health, International Development, Gender Studies, Social Sciences, or a related field.
  • Additional qualifications as an economist is desirable. 

Knowledge and Experience: 

Professional Experience:

  • At least 5 years of professional experience in public finance management .
  • Proven experience in working on health financing and public finance management.
  • Working experience with government of Indonesia

Knowledge and Skills:

  • Advance knowledge of public finance management
  • Understanding of public finance systems, particularly related to health.
  • Familiarity with current issues concerning the health transformation strategy led by Ministry of Health.
  • Analytical ability by using existing data and present it in an interactive ways, particularly in the context of reproductive, maternal and newborn health.
  • Experience in liaising, engaging and partnering with multiple stakeholders across different sectors (e.g., government agencies, UN organizations, civil society, and donors) and facilitating constructive dialogues.

 Personal Attributes:

  • Strong analytical skills with the ability to assess complex data and provide actionable recommendations.
  • Demonstrated capacity to work independently and take initiative, while also being able to collaborate effectively in a team-oriented environment.
  • Ability to navigate political sensitivities and diverse stakeholders with tact, diplomacy, and professionalism.
  • A problem-solving mindset, especially in dealing with challenges related to fiscal constraints and limited resources.
  • Flexibility and adaptability in working in a dynamic and sometimes unpredictable development context.

Technical Competencies:

  • Familiarity with public finance management 
  • Familiarity with health financing. 
     

Languages: 

  • Fluency in English and Bahasa Indonesia (written and spoken).
  • Strong written communication skills, with the ability to draft high-quality and well-structured reports.
  • Excellent presentation and facilitation skills for conducting workshops, training sessions, and meetings with diverse stakeholders.
