The purpose of this one-year M&E Officer - Pool position is to develop capable M&E staff through structured, hands-on training under the National Office MEAL team and practical exposure across monitoring, evaluation, learning, accountability, data management and reporting processes. Initially based in Colombo, the role will support multiple ADPs/projects and may be temporarily or longer-term deployed to field locations when vacancies or M&E support needs arise. The position prepares staff for future M&E placement while ensuring timely support to programme operations.
Major Responsibilities
- Participate in structured orientation, mentoring and coaching by the National Office MEAL team on WVL M&E/MEAL systems, standards, tools and guidelines.
- Learn and support core M&E processes including IPF/SOP, logframes, ITTs, MEAL plans, indicators, baselines, monitoring, evaluations, accountability and learning.
- Support ADP/project teams in routine monitoring, data collection, beneficiary/participant verification, field observation, monitoring checklists and follow-up actions.
- Participate in field visits and support implementation of data quality assurance, spot checks, field validation and evidence collection.
- Support the design and use of digital data collection tools such as Kobo/ODK and other WVL platforms.
- Clean, organize, classify, tabulate and analyze quantitative and qualitative data under guidance.
- Support baselines, endlines, assessments, evaluations and learning reviews through tool preparation, data collection, coordination, data cleaning and analysis.
- Support qualitative data collection, transcription/translation coordination, coding and learning documentation as required.
- Support M&E needs of National Office, ADPs / sponsorship, non-sponsorship, grants, private partnerships and emergency response projects as assigned.
- Coordinate with field teams, project staff and NO technical teams to collect information and follow up on M&E deliverables.
- Demonstrate WV core values and comply with WVL policies, safeguarding, child protection, data protection and confidentiality standards.
- Attend relevant trainings, orientations, team meetings and spiritual nurture events.
Required qualifications, experience & competencies
- Bachelor's degree in Social Sciences, Development Studies, Statistics, Management, Economics, Town & Country Planning/ Urban Informatics & Planning, Information Management, Data Science, IT, Project Management or a related discipline.
- Certificate, diploma or postgraduate qualification in Monitoring & Evaluation, data management, statistics, project management or development studies will be an advantage.
- Minimum of 1-2 years of experience in development work, data collection, project support, research, community development, data management or related fields. Minimum 1 year of experience in MEAL/M&E will be added advantage
- Fresh graduates with strong analytical skills, field readiness and willingness to learn may be considered where appropriate.
- Excellent communication skills, both verbal and written, in English and at least one of Sinhala or Tamil. Ability to work in both local languages will be an advantage.
- Basic understanding of M&E concepts, log frames, indicators, ITTs, MEAL plans, data quality and reporting.
- Familiarity with KoboToolbox, ODK, Power BI, SPSS/STATA, GIS, AI tools or other digital/data systems will be an advantage.
- Base location is National Office, Colombo during the initial training and exposure period. The position requires ability and willingness to travel domestically up to 40% of the time and to stay in field locations for several days when required.
