About the Context

Niger is facing a complex humanitarian context driven by displacement, population movements, and regional dynamics, particularly in border areas. The Diffa region continues to be affected by the Lake Chad Basin crisis, while Maradi hosts a significant refugee population alongside ongoing cross-border movements from Nigeria. Niger also serves as both a country of asylum and a transit route towards North Africa. According to the 2025 Humanitarian Needs Overview (HNO), an estimated 2.6 million people need assistance across much of the country, with 1.6 million people projected to require humanitarian support in 2026.

In this context, NRC has been present in Niger since 2019, delivering assistance to displaced and vulnerable populations. As part of the Central Sahel Multi-Country Office structure, Niger operations are aligned with regional priorities and respond to evolving needs in a challenging operational environment. NRC’s response builds on its core competencies and focuses on ensuring principled, accountable, and needs-based programming. 

The purpose of the Finance function is to ensure that organizational financial resources are managed responsibly by providing accurate financial reporting, ensuring compliance with all legal, regulatory, and donor requirements and contributing to collective country management that ensures financial sustainability and integrity of the organization in Niger. The function works in partnership with the global operational departments and countries to enable NRC's mission. 

The Finance function is crucial for stewardship of organizational assets, providing strategic financial planning and analysis, managing internal controls, maximizing resource utilization, and ensuring accountability to all stakeholders.

What we are looking for 

NRC is seeking a Finance Manager with the vision and expertise to support dynamic, high-performing finance teams across our areas of operation.

The ideal candidate is a strategic thinker and strong collaborator with excellent finance management skills and a solid understanding of the Central Sahel context.

We especially encourage applications from candidates—particularly women—with solid experience in finance systems and procedures. Expertise in audit, risk management, and budgeting is essential. NRC knowledge and experience within the organization is  highly preferred.

 

What you will do 

  • Oversee the implementation of all Finance related policies, procedures, strategies, and initiatives in coordination with the Finance team in country and area offices to ensure success, consistency, and compliance.

  • Line management responsibility for direct reporting staff. This includes: 

  • Performance management process: setting clear goals aligned to strategic priorities and follow up and support staff’s achievement. 

  • Workforce planning, recruitment, staff induction and development, and support for Duty of Care.

  • Develop and maintain country financial documents, procedures, guidance, and tools, including strategy, ensuring consistency across the country program and in line with organizational standards.

  • Maintain the country’s overall budget control and monitor cash flows.

  • Ensure that budgeting, accounting, year-end procedures, and other financial processes take place in adherence to Financial Handbook, NRC policies, and donor and auditor requirements.

  • Train and develop NRC staff and partners’ capacity on financial and budgeting responsibilities.

  • Carry out a proper implementation for the Anti-Corruption Policy within all finance operations and activities.

What you will bring 

1.Professional Competencies

  • Minimum 3 years’ experience in a senior finance management role in a humanitarian or recovery context

  • Bachelor’s degree in a relevant field

  • Experience working in complex and volatile environments

  • Proven results related to financial management, compliance, and reporting

  • Solid knowledge of financial systems and accounting standards (Agresso/Unit4 preferred)

  • Fluency in French and good working knowledge of English, both written and verbal

Context related skills, knowledge and experience

  • Experience in West Africa or the Sahel region

  • Solid understanding of donor regulations and compliance requirements

  • Experience supporting multi-grant, multi-donor programme environments

  • Knowledge of NRC systems and tools is an advantage
