BACKGROUND
The Resilience Project in Air Upas, Ketapang is currently experiencing an underspend against its planned budget utilization. To ensure the project achieves its implementation targets and budget realization within the remaining project timeline, procurement activities need to be accelerated while maintaining compliance with Save the Children policies and donor requirements. The increasing volume and urgency of procurement activities require additional procurement capacity at the project level to support timely processing of procurement requests, supplier engagement, procurement documentation, and coordination with project stakeholders. Therefore, Save the Children Indonesia intends to engage an External Collaborator (EC) to provide dedicated procurement support for the Resilience Project in Air Upas, Ketapang. The EC will play a key role in expediting procurement processes, minimizing procurement lead time, and supporting the overall acceleration of project implementation and spending.
OBJECTIVES
To provide dedicated procurement support for the Resilience Project in Air Upas, Ketapang by accelerating procurement processes, ensuring timely delivery of goods and services, and supporting project implementation to improve budget utilization while maintaining compliance with Save the Children policies, donor requirements, and applicable procurement standards.
EXPECTED OUTPUT/DELIVERABLES
- Procurement requests are processed in a timely manner in accordance with the agreed procurement plan and project timeline.
- Complete and compliant procurement documentation (e.g., RFQ/RFP/ITT, bid evaluation, procurement recommendation, PR, PO, contracts, and supporting documents) is prepared and maintained for all assigned procurement packages.
- An up-to-date procurement tracker is maintained, including procurement status, expected completion dates, and spending pipeline.
- Weekly procurement progress updates and procurement pipeline reports are submitted to the Supply Chain Manager and Project Manager, highlighting completed procurements, ongoing activities, potential bottlenecks, and mitigation actions.
- Procurement bottlenecks affecting project implementation are identified, escalated, and followed up to support timely completion of procurement activities.
- Procurement activities contribute to the acceleration of project implementation and budget utilization while ensuring full compliance with Save the Children policies, donor requirements, and applicable procurement procedures.
- Complete procurement files are organized and handed over at the end of the assignment, ensuring audit readiness
