Org. Setting and Reporting
This temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). Due to the specific nature of this deployment and the need to combine rapidly deployable infrastructure, positive-legacy type infrastructure and security-driven facilities solutions, this role requires good knowledge of engineering management, facilities management and administrative processes within the context of UN field deployments. The temporary position is based in Port-au-Prince and is located in the Engineering and Facilities Management Section. The Engineer P3 will report to the Chief of Engineering Section, P5 or designated officer.
Responsibilities
Within delegated authority, the Facilities Management Officer P-3 will be responsible for the following duties: Planning and Design • Analyzes project proposals and provides feedback and recommendations to ensure technical feasibility, technical soundness and operational continuity. • Liaises with Planning and Design Officers and Engineers to discuss drawings and plans. • Applies commonly used calculations, practices and precedents in completing portions of larger projects related to the design, construction, renovation, upgrading or maintenance of major systems and facilities. • Provides technical inputs for facilities-related physical security solutions, including blast and ballistic protection measures, perimeter works, access control points and related protective infrastructure, as required. • Prepares and implements guidance materials and instructions aimed at achieving the objectives of the Unit. Implementation • Implements and monitors ongoing projects, minor engineering works, renovations and maintenance schedules, including works carried out in occupied offices and accommodation facilities with minimal disruption to personnel. • Undertakes research to gather information related to engineering projects. • Conducts technical studies on engineering topics, preparing guidelines for the general planning and maintenance of systems and facilities. • Provides updates and policy guidance to the Chief of Section/Unit on the operation and maintenance of common support services bringing up issues that are urgent, of sensitive nature, or recurrent and recommends solutions. • Ensures the coordination and provision of materials and logistic support is provided. • Assists with the assignment and coordination of activities of technical staff, in-house teams and outsourced contractor personnel under his/her supervision, ensuring technical guidance and direction. • Conducts space allocation and management. Prepares and follows up work orders for building maintenance, minor engineering works, office and accommodation renovations and security-related facilities improvements. Administration • Liaises with Facilities Management Officers, Engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. • Produces cost data and estimates for mission related engineering, facilities management and security-related infrastructure activities. • Supports the management of budget allotments and monitors the consumption of maintenance supplies. • Performs other duties as required

Education
Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Business Management, Contract Administration, or related areas is required. A first level degree in combination with two years of qualifying relevant work experience may be accepted in lieu of the advanced university degree.
Job - Specific Qualification
Relevant training in physical security is desirable.
Work Experience
At least five (05) years of progressively responsible experience in technical, administrative and supervisory areas in the maintenance, management and operation of facilities is required. Experience working on and developing facilities-related physical security solutions, including blast and ballistic protection, perimeter infrastructure, access control points or related protective infrastructure, is required. Experience managing and supervising in-house teams and outsourced contractors for minor engineering works, renovations and facilities maintenance in occupied office or accommodation facilities is required. Experience working with UMOJA for procurement, requisitioning, budget, inventory or related administrative workflows is desirable. Experience using CAD or Revit for facilities planning, drafting, review of drawings or construction documentation is desirable. Experience providing facilities management services to or in a field operation of the United Nations Common System or a comparable international organization is desirable. Wide experience in building management is desirable.
