Job Description:

Grant management function in refugee and/or Transit/ Reception centers

1. Planning of WASH activities, initiating yearly plans following the set

project log frame and allocating funds.

2. Ensure all the activities planned are done within the stipulated time

and budget. Also, ensure that the beneficiary targets are reached.

3. Reporting WASH activities from the implementation area,

capturing the data required for reporting and documenting success stories, innovations and best practices

4. Assist in monitoring and evaluation activities and development of M&E reports, highlighting progress of implementation and recommending key areas requiring redress

5. Participate in coordination meetings of refugee and/or Transit Center/Reception Centers. Build and strengthen strategic linkages, relations, collaborations and networks with other WASH partners to increase WASH services coverage.

1.1. Proper planning and implementation of hygiene & sanitation activities are in place

1.2. Timely performance plans and adequate resource allocation are done

Leading implementation of technical sanitation and hygiene aspects of the emergency project in refugee and/or Transit/ Reception centers 

1. Identify and analyze WASH gaps, views, feelings and needs of the population in transit/Reception centers to propose/design possible solutions in line with the project log frame

2. Engage in the preparation, design, and contextualization of appropriate guidelines, training manuals and standards, educational materials and promotional tools for sanitation and hygiene activities.

3. Plan, facilitate and conduct Emergency WASH activities using recommended technical standards for Rwanda in collaboration with all stakeholders, especially UNHCR, to improve hygiene and sanitation in refugee and/or transit/ reception centers.

4. Closely follow up and monitor the implementation of WASH activities and their output/outcome with the population in refugee and/or transit/Reception centers to identify corrective measures.

5. Initiate, plan and provide training to target beneficiaries.

6. Promote major cross-cutting themes, including environment, gender, protection, disability, peacebuilding and Christian commitment to ensure that all children and families are participating and benefiting from Project interventions.

7. Assist/support communities to organize themselves for project participation and decision-making, provide technical support, training and advice to strengthen WASH activities within the refugee and/or transit/ reception centers.

2.1. Quality assessment are done and mitigation measures for identified problems are shared

2.3. WASH activities are implemented in compliance with the Rwanda Ministry of Health and UNHCR guidelines

2.4. Quality monitoring reports are produced and shared to the decision makers

2.5. Project beneficiaries skilled in various WASH aspects

2.6. Cross-cutting themes are considered during project planning and implementation

2.7. Community ownership and awareness created with the project implementation area

1. Carry out assessments related to WASH and share results for advocating and leverage the existing resources to develop the WASH sector

2. Organize population in refugee and/or transit/reception centers to ensure the sustainability of WASH schemes/facilities.

Create a network and partnership with relevant partners to enhance WASH activities

3.1. Field assessments are done and submitted to the concerned levels

3.3. Local partnering network established at the field level

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

• Must have experience in project design and proposal writing related to health, WASH and other related areas.

• Must have proven analytical/problem-solving abilities.

• Requires excellent interpersonal, written, and oral communication skills.

• Must be fluent in English, both written and spoken. French is an added advantage

• Identifies urgent and potentially difficult decisions and acts on them promptly; initiates and generates team- and department-wide activities.

• Negotiates effectively by exploring a range of possibilities.

• Must be a committed Christian, able to stand above denominational diversities.

• Attend and participate in daily devotions.

Required Education,

training, license,

registration, and

certification

• The position holder should have a relevant Bachelor's degree in sanitation and hygiene-related fields (public health, environmental health, environmental science, water and sanitation, humanitarian affairs, social sciences…). If a foreign institution issues the degree, an equivalence certificate from the Rwanda Higher Education Council (HEC) will be required) 

• At least 3 years of relevant experience in sanitation and hygiene, preferably in an emergency context

• Strong experience with behaviour changes and communication within health and hygiene promotion projects.

• Computer literate: Microsoft Word, Excel, and the internet

• Other NGO experience will also be an asset

• Fluent in writing and speaking English and Kinyarwanda

• Effective in written and verbal communication in English and Kinyarwanda

• Experience in facilitating project Monitoring & evaluation

• Good partnership skills

Preferred Knowledge and Qualifications

• Relevant working experience in a refugee setting.

• Ability to implement the project for the improvement of the WASH project and child protection.

• Working with the most vulnerable communities in emergency settings

• Strong skills in networking with WASH, Child Protection, UNHCR and Camp leaders and stakeholders at the camp.

• Demonstrate problem-solving skills.

• Ability to work under minimal supervision.

• Ability to work in a multi-cultural setting.

• Ability to comply with do no harm principles.

• Must be fluent in English, both written and spoken. French is an added advantage

Requirement

The position requires the ability and willingness to travel domestically up to 100% of the time since he/she is community-based (Travel within the operation area: 70%. On call: 30%)
