Org. Setting and Reporting
This temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). This role involves engineering asset management and property accountability support. The temporary position is based in Port-au-Prince and is located in the Engineering and Facilities Management Section. The Engineering Technician, FS-5 will report to the Chief of Engineering Section, P5 or designated officer.
Responsibilities
Within delegated authority the Engineering Technician, FS-5 may be responsible for the following duties: Planning and assessment • Plans, schedules and supervises engineering asset management activities, including receipt, inspection, registration, tagging, assignment, transfer, physical verification, maintenance, write-off and disposal. • Assesses the condition and status of engineering equipment, buildings and infrastructure. On the basis of the assessment, drafts technical or condition reports; determines maintenance, repair, replacement, impairment, write-off or disposal requirements, and issues work orders and assignments to assistants and technicians. • Investigates asset discrepancies and develops corrective actions for missing, damaged, obsolete, surplus, uneconomical or dead-stock items. Operations • Coordinates the receipt, inspection and technical acceptance of engineering assets, verifying specifications, quantities, identification data and condition, and documents non-compliant deliveries and related follow-up actions. • Supervises the registration, tagging, assignment, transfer and handover of engineering assets, ensuring accurate custodian, location and status information. • Supervises and coordinates the installation, servicing, maintenance and repair of engineering equipment and assets, in compliance with recognized standards and regulations pertaining to safety and installation codes. • Supervises work carried out by national and international junior staff, contractors and asset management support personnel in accordance with approved schedules. Provides inputs related to their performance. • Conducts and reports on physical verification, inventory reconciliation, condition and use of engineering assets, and follows up on missing or discrepant items. • Applies and ensures adherence to safety programmes related to the safe operation of engineering equipment and power tools. Administration • Identifies resource requirements for his/her area of responsibility in connection with budget preparations. • Assists in technical evaluation of bids and proposals for engineering assets, equipment and related services. • Coordinates the receipt, storage, issuance, transfer and handover of engineering equipment, materials, supplies and spare parts. • Reads and interprets specifications and technical drawings and verifies technical descriptions, quantities, serial or identification data and acceptance criteria for engineering assets. • Supervises the maintenance of accurate and auditable asset lifecycle records in Umoja and supporting registers, including inventories, handovers, transfers, work orders, write-off, disposal and general correspondence. • Reviews work orders and asset-related assignments, assigns tasks to personnel being supervised and follows up on implementation. • Prepares and verifies supporting documentation for physical verification, reconciliation, impairment, write-off, disposal and Board of Survey processes, and submits recommendations to the Chief of Section. • Follows up on warranties, repair or replacement actions, transfer, return and disposal of damaged, obsolete, surplus or unserviceable engineering assets.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
Recognized and valid License in one of the trades (carpentry, electrical, plumbing, welding, or similar) is desirable. Technical or vocational certificate/diploma in Civil Engineering Technology, construction, project management or in a relevant engineering discipline is required. Work Experience
At least eight (08) years of relevant experience in engineering, logistics, inventory control or asset and property management is required. Experience in engineering asset lifecycle management, including receipt, inspection, registration, tagging, assignment, transfer, handover, physical verification and reconciliation, is required. Experience using Umoja or a comparable enterprise resource planning system to maintain asset records and support impairment, write-off, disposal, Board of Survey and audit processes is required. Experience providing services in the field of engineering to or in a field operation of the United Nations Common System or a comparable international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either French or Spanish is desirable. This temporary job opening is available for three months and is being advertised for advance planning purposes pending formal approval of the relevant funding and staffing structures.
