Org. Setting and Reporting
This position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Senior Programme Management Officer reports directly to the Head of Entity (UNSOH) and will be responsible to povide strategic and operational advice to the ASG, on all programme/projects design and implementation. The position is based in Port-au-Prince, which has been designated by the United Nations Secretariat as a non-family duty station. Accordingly, UNSOH personnel assigned to Port-au-Prince are not authorized to relocate family members to this duty station.
Responsibilities
Under the direct supervision of the Head of UNSOH, the Senior Programme Management Officer will be responsible for the following duties: • Provides strategic and operational advice to the ASG/Head of Entity, on all programme/projects design and implementation. • Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development planning, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Directs and oversees research and programme evaluation and presents information gathered from diverse sources. • Coordinates policy development and implementation; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies. • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares recommendations and conclusions. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Provides guidance to external consultants, government officials and other stakeholders and drafting mission summaries, etc. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the mission. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent degree) in economics, business administration, management or related fields. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in programme or project management, financial cooperation for development, policy formulation, and application or related areas is required. Experience in development and implementation of projects related to the 2030 Agenda for Sustainable Development is required. Multilateral and bilateral experience with national and international institutions and agencies on development cooperation is required. Experience in capacity building in the areas of social and economic development is required. Experience in the intergovernmental process is desirable.
